In February 2018, Mark Greenfield put forth, for consideration, the following eligibility criteria for artists: Artists who have been residents of Los Angeles County for a minimum of five (5) years; or artists who were educated or worked in Los Angeles County for five (5) years or more; and, artists should have a record of exhibition for a minimum of three (3) years; and, artists should have a significant cultural connection to the African American community of Los Angeles. While we did not indicate a specific educational requirement, artists who have not attended art school should be eligible to apply. We believe these criteria support the overarching goals of the project and the conceptual design framework for the new outdoor linear museum.
To begin this work, the artists and curators from the Advisory Committee, i.e. Adam Ayala, Larry Earl, Kohshin Finley, Mark Greenfield, Naima Keith and Jill Moniz, were asked to recommend artists who they felt best met the proposed artist criteria. The artists they identified work in a variety of media, and include studio artists, street artists, and artists with prior public art experience. There was also a good balance of emerging, mid-career and established artists as well as diversity of men, women, and gender non-conforming artists. The majority of the artists are based in Los Angeles, with a smaller group currently living outside of Los Angeles, but who still met the proposed criteria
In March, 2018, the committee of artists and curators who recommended artists names met at the offices of the Department of Cultural Affairs to review the entire list of proposed artists and to discuss broadly the ways in which art is acquired for exhibitions, i.e . New Commissions, Art Acquisition or Purchase, and Loans. Additionally, the committee discussed the importance of having both permanent and temporary artworks as part of the project. The discussion resulted in the establishment of a Matrix of Opportunity for the artists in four (4) areas:
1) New Commission for Permanent Artwork;
2) New Commission for Temporary Artwork;
3) Acquisition/Purchase of a Permanent Artwork;
4) Loaned artwork for a Temporary Installation
Each committee member was asked to review their nominated list of artists and identify which artist should be considered for each opportunity. The committee unanimously decided that all of the artworks, permanent and temporary, should be obtained through a new commissioning process. It should be noted that there were at least four (4) artists on the list, three of whom are deceased and one elderly, for which the only opportunity to include their artwork in the exhibition would be through a direct purchase of an existing artwork.
In thinking about the inaugural exhibition in Fall 2019, the committee was asked to consider from the proposed artists on the list, who would they like to invite to develop a permanent artwork to realize the “marquee” art opportunities for the project.
They were asked to address the following questions:
1) Which artists do you feel it will be important to have a permanent work by and why? 2) Which artists do you think it will be critical to lead-off the exhibition with and why? 3) How important is it – from a timing standpoint, for the initial artists to have experience working in the public realm?
2) What do we want the lead-off group of artists to convey to the public, to funders, and other stakeholders about the intent and direction of the project?
3) Are there artists on the list that a collector would be interested in funding the commission?
The committee also weighed their deliberation against the exhibition designers four themes of “Firsts”, “Togetherness”, “Improvisation” and “Dreams”. How would the artists respond, interrogate, support, subvert, celebrate, or reflect these motifs?
After much discussion, the curatorial committee, functioning like a peer panel, cast a vote for the artists they believed addressed the artists criteria, matrix of opportunities and ranking criteria. From the recommended list of artists, the committee identified fourteen (14) artists they would like invite for a permanent art commission. The names of these artists appeared on everybody’s list at least twice, yielding some consensus about the relevance of including artworks by these artists in the inaugural exhibition. The list is comprised of emerging, mid-career and established artists whose work echoes the four themes of the project and also reflects the values of inclusivity expressed in earlier workshop meetings that younger artists be included in the art opportunities.
The committee also acknowledge there will be many opportunities to create temporary artworks and installations that will rotate out over time. It is these opportunities that the committee believes would be best suited for an Open Call or Request for Qualifications/Proposals process. The committee also recognized that there are a number of artists on the Destination Crenshaw Advisory Committee and that they should not be excluded from applying for these opportunities.
The chance to develop public programming for the project is the one area to engage the arts non profit organizations, and collectives from the community. The committee is recommending that the Advisory Committee submit names of the community-based arts organizations e.g. theater, dance, music and literary organizations for review and consideration to develop Public Programs for the inaugural exhibition. The current curatorial committee will serve as the selection panel for all temporary commissions and open call opportunities for the inaugural exhibition. Subsequent artists selection panels will be comprised of other local and regional arts professionals for the ongoing art opportunities. The curatorial committee will review the submissions and make the final selections and placement in order to create a cohesive, curated exhibition.
The commissioning process for permanent sculptures require a longer lead time to fabricate and install than for murals and temporary installations. Therefore, the committee is proposing to start the artist selection process for the permanent 3-D artworks immediately. The artists need to be contacted to ascertain if they have the time and interest in accepting a new commission for this project. Later this summer the committee proposes releasing the RFQ for the temporary art opportunities, followed by review of the proposals for public programming in late Fall 2018. We believe this schedule will ensure efficient and timely coordination with the design team and keep the project on schedule.
